Prof. Dr. Heung Youl Youm, Soonchunhyang University, South Korea
Dr. Heung Youl Youm is a Professor Emeritus at Soonchunhyang University, Korea, and a leading expert in cybersecurity and privacy protection. Since September 2024, he has served as the Chairman of the Korea Chief Privacy Officer Council (KCPO) and was previously a Commissioner for the Personal Information Protection Commission in Korea (2020–2023). Internationally, he is a Vice-Chair of ITU-T TSAG for the 2025–2028 study period and was Chair of ITU-T SG17 on security (2017–2024), contributing significantly to ITU-T standardization since 2003. His career began at the Electronics and Telecommunications Research Institute (ETRI) in 1982, where he developed high-speed transmission systems. Transitioning to academia in 1990, he became a professor in the Department of Information Security Engineering at Soonchunhyang University and, in 2024, the Director of the SCH Cybersecurity Research Centre. He has held key advisory roles for the Office of National Security, the Ministry of Interior and Safety, and other Korean government agencies, contributing to national cybersecurity policies. His leadership extends to the ISMS/PIMS certification committee since 2007 and the information security committee for the PyeongChang 2018 Olympic Games. A graduate of Hanyang University, he holds a Bachelor’s (1981), Master’s (1983), and Ph.D. (1990) in Electronics Engineering.
